Hales was serving as the secretary to the First Presidency at the time of his call and will continue to serve in this capacity. He was an assistant secretary to the First Presidency from 1997 to 2008. He has served in the Church in various other callings, including stake president, bishop, high priests group leader, bishopric counselor, Sunday School teacher, temple sealer, priesthood organist, and full-time missionary in the France Paris Mission.

He was born in Ogden, Utah, on April 7, 1956. He received a degree in banking and finance from Weber State College. He worked in banking and finance in the private sector. He and his wife, Denise, are the parents of four children.
