Joanne Bushman Doxey served as the Second Counselor to Relief Society general president Barbara W. Winder in The Church of Jesus Christ of Latter-day Saints. She had been serving as a member of the Primary general board at the time of her call.
She was born on April 17, 1932, in Salt Lake City, Utah, to Bliss L. and Eva Murdoch Bushman. At one time, she was the national vice-president of Lambda Delta Sigma, an organization for Latter-day Saint women university students. She earned a bachelor's degree from the University of Utah with a double major in child development and interior design.
