Fowler was born on November 10, 1944, in Redding, California, and graduated from high school in Denver, Colorado. He earned both his bachelor’s and master’s degrees from [[Brigham Young University]]. He worked as a CPA for over twenty years. In 1997 he was appointed by Governor Mike Leavitt as Utah’s Olympic coordinator to look out for Utah’s interests in the planning of the 2002 Winter Games.
