He earned his bachelor's degree from [[Brigham Young University]] and his juris doctor degree from University of Washington School of Law. He practiced criminal defense and immigration law in Idaho from 1995 to 2006.

He opted not to run for another term to run for governor of Idaho instead, but was defeated in the 2018 Republican primary by Idaho lieutenant governor Brad Little. Labrador previously served in the Idaho House of Representatives from 2006 to 2010.
