Progression Between Kingdoms

Hi, does the idea of progression within a kingdom mean from the bottom to the top? I would think it's more like, a beagle puppy can grow to be a full-grown beagle, and/or the best beagle possible, but he will never be a wolf or fox. Also, D&C 131:1-4 seems to contradict the idea of moving from a lower degree in the Celestial to the highest one. DoubleU 14:50, 29 December 2011 (MST)
