Wong was born on May 25, 1962, in Hong Kong SAR, China. He joined The Church of Jesus Christ in 1982 after Carol Lu introduced him to the gospel and missionaries began teaching him. He married Carol one year after his baptism.

He earned a bachelor’s degree in accounting and an associate degree in computer science from Brigham Young University–Hawaii. He received an MBA from the Hong Kong Open University.

He has served in numerous Church callings, such as ward clerk, Sunday School president, Young Men president, bishop, stake president, and Area Seventy. In April 2014, he was sustained to the First Quorum of the Seventy.

During the 184th Semiannual General Conference Saturday morning session, Elder Wong spoke in his native language, Cantonese, while listeners in the Conference Center saw English subtitles, and television viewers heard an English translation. This format was unprecedented.
