Howard was born on March 24, 1933, in Logan, Utah, and lived in Wyoming. After he graduated from high school, he graduated from Utah State University and earned a law degree from the University of Utah. He worked with [[Marion G. F. Burton Howard is an emeritus General Authority of The Church of Jesus Christ of Latter-day Saints. He served in the First Quorum of the Seventy from September 30, 1978 until he was granted emeritus status on October 1, 2005. He then served as president of the Madrid Spain Temple from 2005 to 2008.

Howard was born on March 24, 1933, in Logan, Utah, and lived in Wyoming. After he graduated from high school, he graduated from Utah State University and earned a law degree from the University of Utah. He worked with Marion G. Romney in the Church’s legal department for many years until he began his full-time Church service.

As a young man, he served as a missionary in Uruguay. He has served in the Church as a special representative of the First Presidency in Latin American affairs, assistant executive director of the Priesthood Department, second counselor in the Sunday School general presidency, bishop, stake president, and choir director. While serving as a missionary in Uruguay, he served for a time as Relief Society secretary. He presided over the Uruguay Montevideo Mission.

He and his wife, Caroline, are the parents of five children.
